“Help! Just now I encountered a strange problem that my computer was locked by Ministry of Public Safety Canada without any warning. I saw a full-screen notification which tells that my computer is locked because of some of my illegal acts. When I read on, I was told that I have to pay a fine of CAD $100 for my illegal acts, if I want my computer to be unlocked. I don’t know what to do. Can anyone help me out?”

Hey, you should not trust what the notification says. It is not really from Ministry of Public Safety Canada. In fact, this is a scam performed by a virus and here we call it Ministry of Public Safety Canada Virus. This is a dangerous virus (also called ransomware due to its payloads) that attempts to extort money from the gullible PC users by using misleading tactics. After it targets your computer, it will suddenly lock your computer, blocking your access to the desktop, task manager as well as the internet. Then it will display a full screen message that demands a fine of one hundred Euros. This message accuses you of watching and distributing prohibited pornographic content, and to unlock your computer, you must pay the fine as required within the given time. The purpose of this virus is to mislead the innocent PC users into paying the said fine. Thus, the remote hackers can obtain much money as more and more users are cheated by the virus.

You can try removing this dangerous virus from your computer by taking the steps below

Step 1: Reboot the infected computer. When it starts up, please press F8 repeatedly, and this will show the Windows menu. Select “Safe Mode with Command Prompt”.


 
Step 2: When a window named Administrator: C:\Windows\system32\cmd.exe appears, you need to quickly type “explorer” as the picture shows and press Enter (Note: you’d better finishing typing the “explorer” in 2-3 seconds).

 


Step 3: When the Windows Explorer appears, you should navigate to C:\windows\system32\restore\rstrui.exe (for Win XP users) or C:\windows\system32\rstrui.exe (for Win Vista/7 users), and then press Enter.


Step 4: Once the System Restore window shows, please click Next in the bottom right corner. Then select a restore point from the list, and click Next again. Click Finish and the system will restore to the previous point before it is infected.

 


Step 5: Restart your computer into the normal mode.
